This is a new badge for 2K23 and we see it pop up during gameplay quite a bit. Once we test it we will have more details, but its probably worth a cheap bronze investment for ball handlers until we know what it does exactly.

Reduces the penalty that fatigue has on a player and their ability to make shots

Amped - 2k23 Test Details
Activating amped requires the shooter to have less than half of their stamina remaining before going into the shooting motion. The badge removes the shooting penalty from being low on stamina.
Amped - 2k23 Test Results
There is an indicator below your players feet that begins to glow when you enter the "Amped" activation zone but it is not very practical for in game use.
While the shooting penalty is removed by the Amped badge, your shot will still be slowed down for being low on stamina. The shot speed penalty is not removed by Amped.

This table shows how many attribute points you need in order to unlock a badge at the level in the header. If a badge is a Tier 1 badge you do not need any attributes in order to unlock the badge at a bronze level. If its Tier 2 or 3, you will need to meet the attribute threshold to unlock the badge. If there is more than one attribute listed, you only need to meet the threshold on one of the attributes, not multiple.
